This study presents a case of successful communication and collaboration among personnel during several flash floods. A period of heavy rain in Essex, Connecticut on the 4th and 5th of June in 1982 spurred discussion among community leaders after observing over-spilling of one of their dams. This observation led to a community evacuation with a lead time of about 2 hours. The dam did indeed break, along with four others as the flash flood poured downstream. Due to successful communication and trust among town officials and the communities, no lives were lost during these flash floods.
