  • Host Rachel Hogan Carr

    Easton, Pennsylvania

    Rachel Hogan Carr is Director of Environmental Outreach for Nurture Nature Foundation, where she is in charge of programming and facility development for the Nurture Nature Center. She is a graduate student in Environmental Policy Design at Lehigh University and a member of the Middle Atlantic River Forecast Center Customer Advisory Board, and the Board of Directors of the Delaware and Lehigh National Heritage Corridor, Inc. She is a member of the Easton Environmental Advisory Council and served as Vice President of the City’s Home Rule Charter Study Commission.


  • Host Marshall Frech

    Boulder, Colorado

    Marshall Frech is the director of the Flood Safety Project and the producer of “The Water’s Edge” PBS series. Mr. Frech has been working on educational efforts about U.S. waterways since 1991. Much of this has been educational multimedia and movies dealing with flood risk. His work has been seen on major media outlets like PBS, CNN, the Weather Channel, and numerous museums.


  • River side Resident John Mauser

    Easton, Pennsylvania

    John Mauser lives along the Delaware River in Lower Mt. Bethel Township, Pennsylvania, where he is Chairman of the Environmental Advisory Council. John is Project Coordinator for the Martins Jacoby Watershed Association, and was the project director for the new Welcome Center in Lower Mt. Bethel. After the experiences of flooding in his area in 1996, 2004, 2005 and 2006, John has spent much time preparing for flooding, and is a regular user of National Weather Service flood warning and forecast tools. He delivers presentations about the history of flooding in the region, and the need for preparedness, to groups in the area. John has kept a meticulous log of the high flow levels of the Delaware River for many years, and has developed a flood evacuation and readiness plan for his house that is a model for others to use.


  • Swiftwater Rescue Trainer Pat Shine

    Western Pennsylvania

    Pat Shine has played an active & leadership role in the Fire Service & Water Rescue community since the early 1980′s. In addition to being Fire Chief for 15 years Pat is currently the President of his Fire Department. Pat has been an instructor for more than a decade and currently holds the title of Instructor Trainer (one of nine) for the Pennsylvania Fish Boat Commission who are responsible for training and certifying all water rescue instructors in the state. In addition to his numerous awards & honors associated with his commitment to public safety & water rescue, in 2004 Pat was awarded the coveted Higgins & Langley Award for his work on curriculum development for the Pennsylvania Fish & Boat Commission’s Water Rescue Program. Currently, Pat is attached to the Greensburg VFD / PA National Guard Witch Doctor Helicopter program as a Team Leader.


  • Engineer / Floodplain Manager John Miller

    John A. Miller, P.E., CFM is a Water Resources Engineer with Princeton Hydro, LLC in Ringoes, New Jersey. Mr. Miller is a licensed professional engineer in five (5) states including Pennsylvania, New Jersey and New York and is a Certified Floodplain Manager as administered by the national Association of State Floodplain Managers. A graduate of Villanova University with honors, he promotes the importance of continuing education for professionals. His interests include stormwater management planning and policy; floodplain management, analysis, mitigation and policy; land use, especially with regard to water resources and open space; forensic analysis; and expert testimony. Mr. Miller serves as a member of the City of Lambertville Planning Board, the City of Lambertville Emergency Management Council and as an alternate member of the Hunterdon County (NJ) Planning Board. Mr. Miller is very active in national and state professional organizations including the New Jersey Association for Floodplain Management (NJAFM,), a chapter of ASFPM, and has received recognition for his contributions to government and non-profit organizations.
